The evaluation process begins with an assessment of the child's
development and health and medical strengths and needs by a "multidisciplinary
team." The
Individual's with Disabilities Education Act (IDEA) requires that
each child who participates in ECSE services qualifies for special services
under Part B of the special education legislation (Learn more about IDEA at Idea Practices website). The requirements for
early intervention and ECSE services have differing criteria (Compare
"the
state-by-state ECSE eligibility criteria" and "State
and Jurisdictional Eligibility Definitions for Infants and Toddlers With
Disabilities Under IDEA") in many states, therefore some children
who qualify for early intervention services may not qualify for ECSE services.
Parents must give the early childhood special education team written permission
before the evaluation can occur. In Kansas, the evaluation must be completed
within 40 school days after the referral. After the evaluation is completed,
the team including the family, will discuss the results at a meeting called
a staffing. The purpose of the staffing is to determine by a team review
of evaluation information, the child's eligibility for ECSE services,
and discuss program enrollment. Usually, this meeting occurs prior to
the IEP or IFSP development meeting.
