Head Start as an Option for Children with Disabilities

Head Start is a federally funded program for income eligible children throughout the state of Kansas and nationwide. Head Start is an appropriate option for many families and their children with disabilities or delays because federal regulations state that 10 percent of a Head Start programs enrollment slots must be available for children with disabilities. Regardless of how a child is placed in a Head Start program, it is the responsibility of the special education cooperative or the local school district to identify, evaluate, and provide a free appropriate public education to the child. Head Start is responsible for cooperating with agencies to insure that each child with disabilities or delays receives services in their least restrictive environment. In addition, each Head Start continues to provide a range of health, dental, nutritional, developmental, and social services to all enrolled children and encourages family involvement (Visit Head Start website).
